WASHINGTON — Preliminary analysis of a press conference held Tuesday suggests that Robert F. Kennedy Jr.’s presentation of $700 million in mental health and addiction funding may not represent a novel strain of federal spending, but rather an endemic budget allocation previously isolated by researchers several fiscal cycles ago.

While the announcement was initially observed to be a breakthrough in treating homelessness, early data released by the Johns Hopkins Bloomberg School of Public Health cautions against attributing any causative financial effect to the presentation. The findings, which have yet to undergo double-blind peer review by the Congressional Budget Office, indicate that administering the exact same $700 million a second time under a different administration does not fundamentally alter its mechanism of action. In a retrospective cohort study comparing the newly announced addiction funds to the previously existing addiction funds, analysts reported zero variance in total dollar amount, suggesting a strong association with the exact same bank account.

At this early stage, researchers warn that the sample size of this particular rollout remains extremely small, consisting of only one oversized novelty check and a single press release.
