Municipal operations in the Borough of Paramus ground to a total halt Tuesday afternoon after a miniature horse wearing a red emotional-support vest positioned itself squarely in front of the town hall’s sole vending machine. Dozens of borough employees have reportedly been trapped in a tense, three-hour standoff, completely unable to purchase afternoon snacks without risking a federal violation.

PARAMUS, N.J. — Witnesses stated the 150-pound equine, tethered loosely to a plastic recycling bin, wedged itself perfectly between the breakroom microwave and the glass front of the snack dispenser at approximately 1:15 p.m. When an employee from the tax assessor's office attempted to lean over the animal's flank to reach the keypad for a bag of Cool Ranch Doritos, the horse reportedly flattened its ears, shifted its weight, and let out a low, structural warning whinny.

Attempts to lure the animal away with a baby carrot retrieved from a packed lunch only caused the horse to aggressively back its hindquarters against the dispensing flap, locking down the bottom three rows entirely.

Paramus law enforcement declined to intervene, citing a lack of jurisdiction over federally protected support livestock operating within a municipal building.
