Milwaukee landlord discovers surrendering stolen Picasso is cheaper than $50 bulk-trash fee

A spokesperson for the Milwaukee Police Department stated on background that the precinct has paused its investigation into the initial heist, as detectives are currently fielding the property group’s demands that the thief be retroactively cited for failing to spackle the wall where the Picasso hung.
